CEZARY SAXON, P.E.
ABOUT ME
Licensed civil and structural engineer and CEO with 20+ years of experience delivering transportation,
land development, drainage, and infrastructure projects across Texas, Florida, and other states. Lead
Saxon Loomis, a civil/structural engineering firm headquartered in Austin, Texas, with collaborative
offices in Poland, combining local Texas insight with broad international expertise.
Guide projects from feasibility through design, permitting, and construction with responsive, hands-on
support. Project work includes roadway and intersection design, land development, hydrology and
flood-risk analysis, water and wastewater utilities, OSSF system design, land surveying support, and
forensic/expert-witness services for civil and structural matters.
Leverage advanced engineering software and AI-driven tools to create custom automations and
workflows that improve accuracy, compress schedules, and deliver efficient, cost-effective solutions for
public- and private-sector clients.

CORE EXPERTISE
TRANSPORTATION: Rehabilitation and reconstruction of state highways, county roads, and interstate interchanges, including roadway widening and realignment, intersection upgrades, and bridge replacement. Experience includes the design of horizontal and vertical alignments, super-elevation and sight-distance evaluation; pavement structures; traffic control and safety improvements; erosion control; drainage; and cost estimating and permitting.
LAND DEVELOPMENT: Residential, commercial, mixed-use, and industrial projects, from individual sites to large master-planned communities, including floodplain-adjacent and reservoir-controlled tracts. Experience includes subdivision platting, site planning and re-zoning; grading; roadway and utility layout; stormwater collection and detention facilities; water-quality BMPs; floodplain reclamation and No-Rise submittals; permitting; and due diligence and cost analysis.
COMPLEX DRAINAGE: Hydrologic and hydraulic studies for land development, transportation, landfill, and surface mining projects, including drainage analyses for bridges and culverts, flood-control reservoirs and regional detention facilities, dam design and dam-breach analyses, and stormsewer pipe networks. Experience includes FEMA map amendments; steady, unsteady, and quasi-unsteady 1D/2D flow analyses; combining and split-flow analyses; creek realignments; design of levees and lateral weirs; and scour analyses and sediment transportation.
STRUCTURAL: Structural engineering for new and existing civil structures, including minor bridges; pavement structures; retaining walls; storage tanks; dams; water quality and detention facilities; splitter and weir structures; foundations; and vertical and lateral load-resisting systems for buildings and other vertical structures.
LAND SURVEYING: Boundary, topographic, title, and bathymetric surveys; subdivision plats; TxDOT roadway strip maps; condominium documents; FEMA elevation certificates; field note descriptions for easements and annexations; and construction surveying, including horizontal and vertical control, form checks, and stakeouts.
EXPERT WITNESS: Expert-witness and forensic engineering services in Texas and beyond for plaintiffs and defendants including civil disputes involving flooding and stormwater system performance; utility/OSSF and site-development failures; roadway and transportation safety; where standard of care, causation, and damages must be clearly established.
