Mr. Saxon has over 15 years of broad-based experience in technical design, project engineering and project management. His expertise ranges from a wide variety of major transportation systems design, land development projects, civil infrastructure, and drainage improvements, to land surveying for public and private sector clients. As a Master of Science graduate in Structural Engineering, he has an extensive background in construction and structural design. He is also expert in the use of major highway design, hydrologic/hydraulic analysis, GIS and CAD software.

Over his 30-year career, Mr. Loomis has worked actively within a wide range of civil engineering disciplines including site and subdivision development, flood analysis and remediation design, and water and wastewater utilities analysis and design. He is expert in the use of hydrologic and hydraulic software, and with analysis and design of drainage systems, flood conveyance and detention facilities, highway drainage, and stormwater quality systems. Prior to establishing Saxon Loomis, he was CEO of Loomis Partners for 20 years, a civil engineering, land surveying and environmental consulting firm in Austin.

Mr. Pietryka has almost 10 years of experience in civil engineering. He spent his career in the civil engineering offices and on various construction sites as an engineer during the construction of roads, tunnels, water, wastewater, and storm sewer lines. He has inclusive experience in on-site sewage systems, water and wastewater utilities design for public and private clients. He has extensive knowledge and experience in site plans and residential subdivision design in various Counties in Central Texas. His diverse professional background enables him to effectively coordinate field operations, ensuring compliance with design requirements.

Mr. Cmiel specializes in hydrologic and hydraulic (H&H) engineering, with extensive experience in floodplain analysis, FEMA flood map revisions, and complex drainage studies. His expertise includes floodplain and floodway modeling, flood risk assessments, watershed analysis, and evaluation of hydraulic impacts associated with land development projects. He prepares FEMA CLOMR and LOMR applications, develops supporting technical documentation, and coordinates regulatory reviews and approvals. He also specializes in hydraulic modeling and optimization of bridges, culverts, detention facilities, and stormwater infrastructure. His technical proficiency includes HEC-RAS (1D/2D), HEC-HMS, EPA SWMM, and GIS-based engineering analysis.

Ms. Orkwiszewska holds a master’s degree in environmental engineering with a specialization in water engineering. Her experience includes hydrologic and hydraulic modeling using HEC software, environmental analysis, and stormwater management. She specializes in drainage studies, runoff analysis, and the design of stormwater infrastructure, including detention facilities and drainage systems. She has contributed to the preparation of site development plans, subdivision plats, roadway designs, and drainage plans. Her work also supports environmental compliance, erosion and sedimentation control, and coordination of landscape and site development requirements in accordance with applicable local regulations.

Ms. Barrett has over seven years of experience in civil drafting and CAD management with Saxon Loomis Consulting Group. She works closely with the engineering team to prepare construction plans, site layouts, roadway drawings, alignments, profiles, and exhibits. Skilled in Civil 3D and ArcMap, she incorporates survey data and geographic information into project drawings. Her responsibilities also include researching deeds and plats, coordinating plan revisions, assisting with permitting documentation, and supporting administrative operations to help ensure accurate and efficient project delivery.

Mr. Smith is a structural engineer with expertise in the design of concrete building structures, retaining walls, and performance of complex structural analyses. Since completion of his PhD studies in Concrete Technology (Glasgow Caledonian University, Scotland, UK, 2006), Mr. Smith has been involved in design, assessment, testing, monitoring and remediation of various concrete and steel structures. He specializes in durability modeling, design and specification of concrete for tunnel linings, structural failure event forensic investigations, and specification of coatings for concrete and steel exposed to aggressive environments.
